Section 15
<br> to take charge of waste management through competition
In accordance with section 14, when the local level manages waste from the private sector or community organizations, it shall be responsible for managing the waste after calling for bids and competitively selecting the manager.
(2) According to sub-section (1), while choosing the waste management, it should be done on the following basis:-
(a) Amounts agreed to be remitted to the local level,
(b) The ability to produce energy from waste or to produce organic fertilizers, the ability of resources, technology and manpower,
(c) Economic and technical capacity,
(d) sustainability of technology proposed to be adopted in waste management and reduction of environmental impact,
(e) Proposed Management Fees if a Management Agreement is entered into,
(f) Royalty approved to be paid to the local level in relation to the use, processing or reuse of waste.
(3) Other arrangements related to bidding shall be in accordance with the prevailing law.
(4) According to sub-section (1), the company, organization or body entrusted with the waste management may collect the fee according to section 18 subject to the agreement made with the local level.
(5) Other matters related to the involvement of the non-governmental sector in waste management shall be as prescribed.
